GW Policies & Title IX

Title IX prohibits gender-based discrimination in all aspects of education. This means that you are entitled to an educational environment free from gender-based discrimination, including sexual harassment or assault, and that the university must work diligently to prevent and eliminate sexual harassment and assault in the community.

Title IX

Title IX includes a variety of requirements and guarantees. It applies to any school receiving federal funding. 

Title IX:

  • Prohibits discrimination on the basis of sex, gender identity,  gender expression, and pregnancy status
  • Includes prohibition of sexual harassment as well as sexual violence including rape, sexual assault, and sexual coercion
  • Applies to people of any gender identity
  • Applies regardless of whether or not a criminal report is filed
  • Covers reported incidents of sexual harassment, discrimination, or violence as well as situations or environmental factors about which the school should “reasonably know”

Under Title IX, schools receiving any federal funding must:

  • Promptly investigate and resolve the situation when it knows or reasonably should know about possible sexual harassment or sexual violence
  • Take proactive steps to address individual and systems factors contributing to sexual harassment and violence.
  • Maintain clear written policies against sexual harassment and violence, as well as clear grievance procedures
  • Have a designated point person to receive and investigate Title IX complaints
  • Treat all parties involved in a sexual harassment or violence complaint fairly, and provide them with ongoing access to a transparent resolution process.
  • Provide access to an internal/institutional investigation and resources regardless of whether outside legal or police involvement is pursued.

Rights of Both Complainant/Survivor and Respondent/Subject

  • Respectful treatment throughout the process, regardless of outcome.
  • University counseling services (Mental Health Services provides a certain number of sessions free of charge)
  • Be informed about the student judicial process on an ongoing basis.
  • Access case file within legal parameters.
  • A no contact order with the other party throughout the process.
  • To have an advisor of your choosing present with you during any and all phases of the investigation and hearing.
  • A thorough, prompt, and equitable investigation and resolution of a complaint.
  • Opportunity to submit a written statement addressing the allegations and to provide evidence and witnesses.
  • Be informed of the university’s code of conduct for students, faculty, and staff, including anticipated timelines and possible outcomes of a complaint.
  • Request protective measures, remedies, support, and resources.
  • Protection against retaliation from any university staff or student.

  • Receive written notification of your charges and have the allegations explained to you by the Office of Student Conduct.
  • A fair hearing requiring a preponderance of evidence to determine responsibility.

GW’s Title IX Coordinator

Rory Muhammad is GW’s Title IX coordinator. He monitors the university’s overall compliance with Title IX requirements as well as internal compliance with GW’s own relevant policies.

GW Policies

GW has policies which explicitly prohibit sexual assault, sexual harassment, relationship violence, and stalking. They also explain the university’s response when someone makes a formal complaint about one of these issues. GW policies are designed to protect and support GW students, faculty, staff, participants, and visitors. GW’s goal is to prevent sexual harassment and sexual assault through education and by developing a sense of community.  If sexual harassment or sexual assault occurs, the university will respond firmly and fairly, and in a timely manner.

The university's approach is to make formal procedures available and accessible, and also to allow for the consideration of problems within informal frameworks when appropriate. 

GW policies are informed by:

  • federal laws like Title IX, the Clery Act, and the Violence Against Women Act
  • university values and resources

The Sexual and Gender-Based Harassment and Interpersonal Violence Policy and the Policy on Prohibited Relationships with Students are intended to inform members of the university community, including guests and visitors, about sexual harassment, sexual violence, other forms of interpersonal violence, and the procedures that should be followed if they’re encountered or observed.   

GW’s policies:

  • encourage reporting of sexual harassment before it becomes severe or pervasive
  • identify persons to whom sexual harassment may be reported
  • prohibit retaliation against persons who bring sexual harassment complaints
  • assure confidentiality to the extent possible consistent with the need to address and resolve harassment appropriately
  • assure all members of the university community that each complaint of sexual harassment will receive an adequate, reliable, and impartial investigation
  • provide appropriate corrective action
